Preamble

PADA menjalankan kuasa yang diberikan oleh seksyen 4 Akta Pasport 1966 [Akta 150], Menteri membuat perintah yang berikut: Nama dan permulaan kuat kuasa

Seksyen 1

(1)

Perintah ini bolehlah dinamakan Perintah Pasport (Pengecualian Visa kepada Pelancong Warganegara Republik Rakyat China) 2017.

(2)

Perintah ini berkuat kuasa bagi tempoh dari 1 Januari 2018

hingga 31 Disember 2018.

Pengecualian

Seksyen 2

Menteri mengecualikan pelancong yang merupakan warganegara Republik

Rakyat China daripada kehendak visa di bawah subseksyen 2(1) Akta tertakluk kepada syarat yang berikut:

(a)

pelancong itu hendaklah berdaftar dalam sistem pendaftaran dan maklumat perjalanan elektronik yang disediakan oleh Ketua Pengarah dan pendaftaran itu boleh dibuat—

(i)

oleh pelancong itu sendiri; atau

(ii)

bagi pihak pelancong itu, oleh agensi pelancongan di Republik

Rakyat China yang berdaftar dengan Pejabat Perwakilan Malaysia di Republik Rakyat China;

(b)

pelancong itu hendaklah melakukan perjalanan ke Malaysia dalam tempoh tiga bulan selepas dia berdaftar dalam sistem pendaftaran dan maklumat perjalanan elektronik;

(c)

tempoh lawatan pelancong itu terhad kepada lima belas hari sahaja dan tidak boleh dilanjutkan;

(d)

pelancong itu hendaklah memasuki dan keluar dari Malaysia hanya melalui lapangan terbang yang dibenarkan atau pos kawalan imigresen seperti yang berikut:

(i)

melalui udara—

(A)

U12A Lapangan Terbang Antarabangsa KL, Sepang;

(B)

U05 Lapangan Terbang Pulau Pinang, Bayan Lepas,

Pulau Pinang;

U15 Lapangan Terbang Sultan Ismail, Johor Bahru, Johor;

U17 Lapangan Terbang Kuching, Bahagian Pertama,

Sarawak;

(E)

U29 Lapangan Terbang Kota Kinabalu, Sabah;

U02 Lapangan Terbang Antarabangsa Pulau Langkawi,

Kedah;

(G)

U14 Lapangan Terbang Melaka, Batu Berendam, Melaka;

(H)

U16 Lapangan Terbang Labuan, Wilayah Persekutuan; atau

(I)

U23 Lapangan Terbang Miri, Bahagian Keempat, Sarawak; atau 4

(ii)

melalui darat—

(A)

D11 Bangunan Sultan Iskandar, Johor;

(B)

D12A Pos Kawalan Imigresen Kompleks Sultan Abu Bakar,

Tanjung Kupang, Johor;

(C)

D01 Padang Besar, Perlis;

(D)

D06 Bukit Kayu Itam, Changloon, Kedah;

(E)

D20 Sungai Tujoh, Miri, Sarawak; atau

(F)

D22A Pos Kawalan Imigresen Tedungan, Daerah Batu Danau

Limbang, Bahagian Kelima, Sarawak;

(e)

pelancong itu tidak dibenarkan untuk memohon apa-apa pas lain di bawah Peraturan-Peraturan Imigresen 1963 [L.N. 228/1963];

(f)

pelancong itu hendaklah menaiki penerbangan terus dari Republik

Rakyat China ke Malaysia atau memasuki Malaysia melalui Singapura,

Thailand atau Brunei, dan mempunyai tiket penerbangan balik terus ke Republik Rakyat China, atau melalui Singapura, Thailand atau Brunei jika pelancong itu melakukan perjalanan melalui udara;

(g)

pelancong itu hendaklah, semasa ketibaan, mengemukakan bukti bahawa dia mempunyai wang poket yang mencukupi, kad kredit atau kad bank dengan logo UnionPay dan mengemukakan jadual perjalanannya di Malaysia; dan 5

(h)

pelancong itu dibenarkan untuk mendaftar semula sebagaimana dalam subperenggan (a) untuk memasuki Malaysia selepas tempoh tiga bulan dari tarikh dia meninggalkan Malaysia.

PASSPORTS (EXEMPTION OF VISA TO TOURIST WHO IS CITIZEN

OF THE PEOPLE’S REPUBLIC OF CHINA) ORDER 2017

Opening note

Preamble

IN exercise of the powers conferred by section 4 of the Passports Act 1966 [Act 150], the Minister makes the following order: Citation and commencement 1.

(1)

This order may be cited as the Passports (Exemption of Visa to Tourist

Who is Citizen of the People’s Republic of China) Order 2017.

(2)

This Order has effect for the period from 1 January 2018

to 31 December 2018.

Exemption 2.

The Minister exempts a tourist who is a citizen of the People’s Republic of China from the requirement of visa under subsection 2(1) of the Act subject to the following conditions:

(a)

the tourist shall be registered in the electronic travel registration and information system provided by the Director General and the registration may be made—

(i)

by the tourist himself; or

(ii)

on behalf of the tourist, by a travel agency in the People’s Republic of China which is registered with the Malaysian Mission Office in the People’s Republic of China;

(b)

the tourist shall travel to Malaysia within three months after he is registered in the electronic travel registration and information system;

(c)

the period of visit of the tourist is limited to fifteen days only and shall not be extended;

(d)

the tourist shall enter and exit from Malaysia only through the authorized airports or immigration control posts as follows:

(i)

by air—

(A)

U12A KL International Airport, Sepang;

(B)

U05 Pulau Pinang Airport, Bayan Lepas, Pulau Pinang;

U15 Sultan Ismail Airport, Johor Bahru, Johore;

U17 Kuching Airport, 1st Division, Sarawak;

(E)

U29 Kota Kinabalu Airport, Sabah;

U02 Langkawi International Airport, Kedah;

(G)

U14 Malacca Airport, Batu Berendam, Malacca;

(H)

U16 Labuan Airport, Federal Territory; or

(I)

U23 Miri Airport, 4th Division, Sarawak; or

(ii)

by land—

(A)

D11 Sultan Iskandar Building, Johore;

(B)

D12A Immigration Control Post at Kompleks Sultan Abu

Bakar, Tanjung Kupang, Johore;

D01 Padang Besar, Perlis;

D06 Bukit Kayu Itam, Changloon, Kedah;

(E)

D20 Sungai Tujoh, Miri, Sarawak; or

D22A Immigration Control Post Tedungan, District of Batu

Danau Limbang, 5th Division, Sarawak;

(e)

the tourist is not allowed to apply for any other passes under the Immigration Regulations 1963 [L.N. 228/1963];

(f)

the tourist shall take a direct flight from the People’s Republic of China to

Malaysia or enter Malaysia through Singapore, Thailand or Brunei, and have a return air ticket direct to the People’s Republic of China, or through

Singapore, Thailand or Brunei if the tourist travels by air;

(g)

the tourist shall, on arrival, produce proof of sufficient pocket-money, credit card or bank card with UnionPay logo and produce his itinerary in

Malaysia; and

(h)

the tourist is allowed to re-register as in subparagraph (a) to enter

Malaysia after the period of three months from the date he leaves
