Article XLI

notwithstanding the provision of this Article the English Language may be used for such period and for such purposes as may for the time being be provided by in accordance with

Article 152 of the Federal Constitution; and

an official English version shall be provided of anything which is required to be printed or reduced into writing, and may be published in the Gazette.

The

State Executive Council shall not be disqualified for the transaction of business by reason of any vacancy among the members;

but no business except that of adjournment shall be transacted if objection is taken by any member present that there are less than four members present besides the member presiding.
