Article XLIII
When under any written law an appeal against the decision of any person lies to the Ruler or to the
Ruler in Council, it shall be lawful for the Ruler or
Ruler in Council, when such appeal is made, to appoint a committee consisting of not less than three members of the Executive Council for the purpose of hearing such appeal and advising the Ruler or Ruler in Council (as the case may be) as to the decision that should be made thereon.
