The powers conferred and duties imposed upon te the Undangs under the provisions of this Part shall be

deemed to have been duly exercised or performed if such powers were exercised or such duties were performed by at least three Undangs or by as many of them as may be living at the time of the exercise of such powers or the performance of such duties.
