(2)
The issuance of a prospecting licence, exploration licence, proprietary mining licence or water licence and the registration of a mining lease shall consist of its authentication under the hand and seal of the Director.
(3)
The date of issuance of any licence or permit and the date of registration of any mining lease, as the case may be, shall be inscribed therein by the person issuing or registering the licence, permit or lease.
