Pada menjalankan kuasa yang diberikan oleh subseksyen 3(i) Enakmen Rizab Melayu, Menteri Besar Pahang dengan kelulusan Raja dalam mesyuarat mengisytiharkan tanah seluas 0.3897 hektar (0.9630 ekar), Mukim Hulu Lepar, Daerah Kuantan yang ditandakan di atas Pelan Ukur No. P.W. 3463 yang disimpan di Pejabat Pengarah Ukur dan Pemetaan Pahang menjadi Kawasan Simpanan Melayu yang dikenali sebagai Kawasan Simpanan Melayu Kampung Gelugor.

In exercise of the powers conferred by subsection 3(i) of the Malay Reservations Enactment, the Menteri Besar of Pahang with approval of Ruler of the State in Council declares the land measuring an area of 0.3897 hectare (0.9630 acre), Mukim of Hulu Lepar, District of Kuantan delineated upon Survey Plan No. P.W. 3463 deposited in the Office of the Director of Survey and Mapping of Pahang which are forming part of Malay Reservation and to be known as Kampung Gelugor Malay Reservation.
