STREET, DRAINAGE AND BUILDING ACT 1974
STREET, DRAINAGE AND BUILDING (TYPE OF COMMUNITY SERVICE AND
MANNER OF SUPERVISION OF PERFORMANCE OF COMMUNITY SERVICE)
(FEDERAL TERRITORY OF LABUAN) BY-LAWS 2026
IN exercise of the powers conferred by paragraphs 47(1F)(a) and (b) of the
Street, Drainage and Building Act 1974 [Act 133], as extended and modified by the Federal Territory of Labuan (Extension and Modification of the Street, Drainage and
Building Act 1974) Order 2010 [P.U. (A) 394/2010], the Perbadanan Labuan makes the following by-laws:
Citation and commencement 1.
(1)
These by-laws may be cited as the Street, Drainage and Building
(Type of Community Service and Manner of Supervision of Performance of Community Service) (Federal Territory of Labuan) By-Laws 2026.
(2)
These By-Laws come into operation on 1 July 2026.
Type of community service 2.
The type of community service to be performed under a community service order made under subsection 47(1A) of the Act shall be as specified in the Schedule.
Supervision by authorized officer 3.
The performance of a community service under a community service order made under subsection 47(1A) of the Act shall be supervised by an officer of the
Perbadanan
Labuan authorized in writing in that behalf by the Perbadanan Labuan in the following manner:
(a)
to give briefing on the scope and procedures of the performance of a community service;
(b)
to demonstrate the proper and safe use of every equipment;

(c)
to explain the safety procedures before performing a community service;
(d)
to ensure the safety control measures are taken, including providing the warning sign, gloves, face masks and safety jackets;
(e)
to monitor the performance of a community service;
(f)
to record the attendance and performance of a community service; and
(g)
to prepare a report on the performance of a community service.
