Section 40

Where it is provided in this Act or any regulations made thereunder that the decision on any matter rests with the Authority or the Comptroller-General, then unless it is specifically provided that such decision is at the absolute discretion of the Authority or the Comptroller-General, any person aggrieved by such decision may appeal therefrom to the Minister.
