ROAD TRANSPORT ACT 1987

ROAD TRAFFIC (PROHIBITION ON DRIVING OF GOODS VEHICLES)

RULES 2014

IN exercise of the powers conferred by paragraph 88(1)(c) of the Road Transport

Act 1987 [Act 333], the Minister, after consultation with the Minister charged with the responsibility for works, makes the following rules:

Citation and commencement 1.

(1)

These rules may be cited as the Road Traffic (Prohibition on Driving of

Goods Vehicles) Rules 2014.

(2)

These Rules come into operation on 29 January 2014.

Prohibition 2.

(1)

The driving of any types of goods vehicles specified in column (1) of the

First Schedule on any part of any road is prohibited on 29 and 30 January 2014 and 8 and 9 February 2014 at the time specified in column (2) of the First Schedule.

(2)

The prohibition in subrule (1) does not apply to the types of goods vehicles specified in the Second Schedule.

(3)

Notwithstanding the prohibition in subrule (1), the Minister may exempt any types of goods vehicles specified in column (1) of the First Schedule from the prohibition subject to such conditions as he may determine.

Low loader lorry, timber lorry, cement mixer lorry, tipper lorry and lorry transporting cement, iron, steel, stones, sand, earth and other construction materials at all times

(b)

Wheeled heavy machinery, tractor and tow truck at all times

(c)

Lorry transporting tailing, tin, coal and other mineral materials at all times

(d)

Carrier lorry transporting motor vehicles of which its laden weight exceeding 5,000 kg at all times

(e)

Container or cargo lorry transporting electronic or electrical goods from 12.00 a.m. to 6.00 a.m

(f)

Mobile crane from 6.00 p.m. to 6.00 a.m. in the area of

Klang Valley, Johor Bahru, Ipoh and

Kuantan (25 km from the construction site) subject to the limit of the operation time allowed on certain roads

[Subrule 2(2)]

1.

Lorry transporting gas and chemical for medical and chemical industry supplies

2.

Container or cargo lorry transporting goods from port or airport to the industrial area and vice versa

3.

Cargo lorry transporting—

(a)

food and beverages from the factory, fruits, vegetables and other daily consumption goods;

(b)

palm oil, palm oil products, scrap rubber, latex and other raw materials;

(c)

groceries, newspapers, livestock and boxes

4.

Lorry transporting garbage and sewage

5.

Goods vehicle of which its laden weight not exceeding 5,000 kg or unladen goods vehicle on the return journey

6.

Container or cargo lorry plying between terminals within a port area

7.

Container or cargo lorry plying—

(a)

from a port to warehouse and vice versa; or

(b)

with an industrial area close to a port

8.

Tanker lorry transporting petroleum, diesel, gas and LPG
