Import keluaran itu ke dalam Malaysia telah meningkat secara relatif sebanyak 19 mata bagi tempoh mulai 1 Januari 2017 hingga 31 Disember 2017 sehingga tempoh mulai 1 Januari 2018 hingga 31 Disember 2018 dan selepas itu telah meningkat sebanyak 42 mata bagi tempoh mulai 1 Januari 2017 hingga 31 Disember 2017 sehingga tempoh mulai 1 Januari 2019 hingga 31 Disember 2019. Sebagai perbezaan indeks pengeluaran dalam negeri telah menurun daripada 100 mata bagi tempoh mulai 1 Januari 2017 hingga 31 Disember 2017 kepada 95 mata bagi tempoh mulai 1 Januari 2018 hingga 31 Disember 2018. Indeks pengeluaran dalam negeri juga telah mencatatkan penurunan sebanyak 74 mata bagi tempoh mulai 1 Januari 2017

Petisyen yang dikemukakan oleh pempetisyen telah menunjukkan bahawa peningkatan import keluaran itu telah menyebabkan kemudaratan yang serius kepada industri dalam negeri di Malaysia yang mengeluarkan keluaran serupa sebagaimana yang ditunjukkan melalui penurunan syer pasaran, jualan, keberuntungan, jumlah pengeluaran, kadar produktiviti dan pengurangan dalam penggajian dan upah.

Tarikh permulaan penyiasatan 6.
Kerajaan
Malaysia telah memutuskan bahawa penyiasatan dimulakan pada 13 September 2020.
Tujuan penyiasatan 7.
Penyiasatan itu akan menentukan sama ada keluaran itu diimport ke dalam
Malaysia dalam kuantiti yang meningkat, secara mutlak atau relatif kepada pengeluaran dalam negeri dan sama ada dalam keadaan itu, ia menyebabkan atau mengancam untuk menyebabkan kemudaratan yang serius kepada industri dalam negeri yang mengeluarkan keluaran serupa.
Penyiasatan itu juga akan meneliti keperluan bagi langkah perlindungan sementara mengenai import keluaran itu ke dalam Malaysia sekiranya Kerajaan Malaysia membuat suatu penentuan awal afirmatif.

Bagi mendapatkan maklumat yang disifatkan perlu bagi penyiasatannya,
Kerajaan Malaysia akan mengagihkan soal selidik kepada pihak berkepentingan yang telah disenaraikan oleh pempetisyen dalam petisyen.

DETERMINATION WITH REGARD TO CERAMIC FLOOR AND WALL TILES PRODUCTS

Imports of the products into Malaysia have increased 13.23% from 27,943,593m2
for the period from 1 January 2017 to 31 December 2017 to 31,641,383m2 for the period from 1 January 2018 to 31 December 2018 and have increased 4.67%
from 27,943,593m2 for the period from 1 January 2017 to 31 December 2017
to 29,247,916m2 for the period from 1 January 2019 to 31 December 2019. In addition, the imports of the products have increased by 55.8% from 5,377,127m2 in the first quarter of 2019 to 8,378,218m2 in the fourth quarter of 2019.

Imports of the products into Malaysia have relatively increased by 19 points for the period from 1 January 2017 to 31 December 2017 until the period from 1 January 2018 to 31 December 2018 and thereafter have increased by 42 points for the period from 1 January 2017 to 31 December 2017 until the period from 1 January 2019 to 31 December 2019. In contrast the domestic production index has decreased from 100 points for the period from 1 January 2017
to 31 December 2017 to 95 points for the period from 1 January 2018
to 31 December 2018. The domestic production index has also recorded a decrease of 74 points for the period from 1 January 2017 to 31 December 2017 until the period from 1 January 2019 to 31 December 2019.
Summary of allegation of serious injury factors 5.
The petition submitted by the petitioner has shown that the increased imports of the products have caused serious injury to the domestic industry in Malaysia producing the like products as indicated in their declining market shares, sales, profitability, production volume, productivity rate and reduction in employment and wages.
Date of initiation of investigation 6.
The Government of Malaysia has decided that an investigation be initiated on 13 September 2020.

Purpose of investigation 7.
The investigation will determine whether the products are being imported into Malaysia in such increased quantities, absolute or relative to domestic production and whether under such conditions, it causes or threatens to cause serious injury to the domestic industry that producing the like products.
The investigation will also examine the need for a provisional safeguard measure with regard to the imports of the products into Malaysia if the Government of
Malaysia makes an affirmative determination.
Questionnaires 8.
In order to obtain information deemed necessary for its investigation, the Government of Malaysia will distribute questionnaires to interested parties which have been listed by the petitioner in the petition.
Other interested parties, if any, may request for a copy of the questionnaires by identifying the nature of their business activities in relation to the investigation.
Collection of information 9.
All interested parties are invited to make their views known in writing, in particular by responding to the questionnaires addressed to them and by providing supporting evidence.
Time limit 10.
Any other interested party who wishes to request for a copy of the questionnaires shall do so not later than fifteen days from the date of publication of this notice in the Gazette.

All interested parties shall submit their views and responses to the questionnaires in writing within thirty days from the date of publication of this notice in the Gazette if such views and submission of the responses are to be taken into consideration during the investigation, unless otherwise specified by the interested parties in the views and responses.

All information, responses to questionnaires, requests and correspondence shall be made in writing and sent by post, facsimile, e-mail or by hand and with clear indication of the name, address, e-mail address, telephone and facsimile numbers of the interested parties to—
