Raja Permaisuri Agong, Raja-Raja atau Permaisuri Baginda, Yang di-Pertua
Negeri bagi Negeri Melaka, Pulau Pinang, Sabah dan Sarawak atau isteri-isteri mereka, Dato’-Dato’ Undang Negeri Sembilan atau Tengku Besar Tampin atau isteri-isteri mereka, Tengku Mahkota atau Raja Muda mana-mana Negeri atau isteri-isteri mereka, Raja Di-Hilir Perak atau isterinya, atau mana-mana pembesar asing yang datang melawat.
2.
Mana-mana kenderaan Kerajaan yang membawa Perdana Menteri atau
Timbalan Perdana Menteri.
3.
Semua kenderaan tentera yang dimiliki oleh Kerajaan atau mana-mana angkatan pelawat yang ditakrifkan dalam Akta Angkatan Pelawat 1960
[Akta 432].
4.
Semua kenderaan Kerajaan yang digunakan semata-mata untuk tugas ambulans, tugas melawan kebakaran, tugas polis atau tugas menyelamat termasuk kenderaan pasukan penyelamat dari Jabatan Pertahanan Awam dan kenderaan dari Jabatan Penjara semasa menjalankan tugas mengiringi banduan.
5.
Semua kenderaan bukan Kerajaan yang digunakan semata-mata untuk tugas ambulans, tugas melawan kebakaran dan tugas menyelamat.
6.
Semua motosikal beroda tiga atau beroda empat yang digunakan oleh mana-mana orang cacat.

FEDERAL ROADS (PRIVATE MANAGEMENT) (COLLECTION OF TOLLS)
(WEST COAST EXPRESSWAY (TAIPING-BANTING)) ORDER 2020
IN exercise of the powers conferred by section 2
of the
Federal Roads (Private Management) Act 1984 [Act 306], the Minister makes the following order:
Citation and commencement 1.
(1)
This Order may be cited as the Federal Roads (Private Management)
(Collection of Tolls) (West Coast Expressway (Taiping-Banting)) Order 2020.
(2) This Order comes into operation on 15 January 2020.
Authorization to collect tolls 2.
(1)
West Coast Expressway Sdn. Bhd. is authorized for the period from 15 January 2020 to 19 December 2063 to demand, collect and retain the appropriate tolls specified in column (2) of the First Schedule at the toll plaza specified in column (1), for the use in either direction of any part of the road known as the West Coast Expressway (Taiping-Banting) commencing from—
(a)
kilometre 143.99 at coordinates N 421777.709, E 333667.462 of the Rectified Skew Orthomorphic (RSO) Geocentric (GDM 2000)
Grid and ending at kilometre 162.07 at coordinates
N 438818.638, E 331585.659 of the RSO Geocentric (GDM 2000)
Grid including the
Hutan
Melintang
Interchange,
Hutan Melintang Entry/Exit Toll Plaza, Teluk Intan Entry/Exit
Toll Plaza, Teluk Intan Interchange and its link roads; and
(b)

Payment of toll 3.
(1)
A driver of a vehicle who uses a valid prepaid card or an electronic device with a valid prepaid card or a valid electronic sticker on the windscreen or headlamp of the vehicle shall, pay the amount of toll payable under subparagraph 2 (1) via touching the valid prepaid card on the electronic machine reader, or display the electronic device with a valid prepaid card or display a valid electronic sticker on the windscreen or headlamp of the vehicle when passing through a dedicated toll lane of any exit toll plaza as shown on the map of the Second
Schedule.
(2)
A driver of a vehicle who uses the prepaid card or an electronic device with prepaid card or electronic sticker shall ensure money in the prepaid card or electronic device with prepaid card or electronic sticker is sufficient for paying the tolls at all times.
(3)
“Prepaid card” or “electronic device with prepaid card” or “electronic sticker” referred to in this paragraph means—

(a)
a prepaid card or an electronic device with prepaid card or an electronic sticker as approved by the Minister, issued for the purpose of payment of tolls;
(b)
in relation to a prepaid card, a prepaid card which is capable of being read by the reader installed at the toll lane; and
(c)
in relation to an electronic device with a prepaid card or an electronic sticker, an electronic device with a prepaid card or an electronic sticker which is capable of causing the pole at the dedicated lane to be raised electronically.
Exemption from the payment of tolls 4.
Notwithstanding the provisions of this Order, the vehicles specified in the
Third Schedule are exempted from the payment of tolls.

THIRD SCHEDULE
(Paragraph 4)
EXEMPTED VEHICLES
1.
Any vehicles carrying the Yang di-Pertuan Agong or the Raja Permaisuri
Agong, the Rulers or their consorts, the Yang di-Pertua Negeri of the States of Malacca, Penang, Sabah and Sarawak or their wives, the Dato’-Dato’
Undang Negeri Sembilan or the Tengku Besar Tampin or their wives, the
Tengku Mahkota or the Raja Muda of any State or their wives, the Raja
Di-Hilir of Perak or his wife, or any visiting foreign dignitary.
2.
Any Government vehicles carrying the Prime Minister or the
Deputy Prime Minister.
3.
All military vehicles belonging to the Government or to any visiting force as defined in the Visiting Force Act 1960 [Act 432].
4.
All Government vehicles solely engaged in ambulance duties, fire fighting duties, police duties or rescue duties inclusive of rescue team vehicles from the Civil Defence Department and vehicles of the Prison Department whilst on prisoner’s escort duties.
5.
All vehicles not being Government vehicles solely engaged in ambulance duties, firefighting duties and rescue duties.
6.
All three-wheeled or four-wheeled motorcycles used by any handicapped person.
