Pindaan seksyen 15
“Perlembagaan” dalam Perintah ini, dipinda dengan menggantikan seksyen 15 dengan seksyen yang berikut:
“Pendaftar, Bursar, Ketua Pustakawan, Penasihat Undang-Undang, Pegawai
Aduan dan Juruaudit Dalaman
Seorang Pendaftar, Bursar, Ketua Pustakawan, Penasihat Undang-Undang, Pegawai Aduan dan Juruaudit Dalaman hendaklah berkhidmat sebagai pegawai sepenuh masa Universiti dan yang mempunyai kuasa dan kewajipan sebagaimana yang ditetapkan oleh statut.
Jawatan Pendaftar, Bursar, Ketua Pustakawan, Penasihat Undang-Undang, Pegawai Aduan dan Juruaudit Dalaman boleh dikenali dengan apa-apa nama lain sebagaimana yang ditentukan oleh Lembaga.
Pendaftar, Bursar, Ketua Pustakawan, Penasihat Undang-Undang,
Pegawai Aduan dan Juruaudit Dalaman hendaklah dilantik oleh Lembaga mengikut nasihat Jawatankuasa Pemilih.

Tertakluk kepada peruntukan Perlembagaan ini, syarat pelantikan
Pendaftar, Bursar, Ketua Pustakawan, Penasihat Undang-Undang, Pegawai Aduan dan Juruaudit Dalaman hendaklah ditentukan oleh Lembaga.
Seseorang yang dilantik sebagai Pendaftar, Bursar dan Penasihat
Undang-Undang hendaklah, melainkan jika dia meletakkan jawatan atau mengosongkan jawatannya atau pelantikannya dibatalkan, memegang jawatan selama tempoh yang tidak melebihi tiga tahun dan apabila tempoh itu habis,
Pendaftar, Bursar dan Penasihat Undang-Undang itu adalah layak untuk dilantik semula.
Seseorang yang dilantik sebagai Ketua Pustakawan, Pegawai Aduan dan Juruaudit Dalaman hendaklah memegang jawatan selama tempoh yang ditetapkan oleh Lembaga.
Pelantikan Pendaftar, Bursar, Ketua Pustakawan, Penasihat
Undang-Undang, Pegawai Aduan dan Juruaudit Dalaman boleh, pada bila-bila masa, dibatalkan oleh Lembaga dengan menyatakan sebab bagi pembatalan itu.”.
Pindaan seksyen 17
Seksyen 17 Perlembagaan dipinda dengan menggantikan subseksyen (1) dengan subseksyen yang berikut:
“(1)
Pihak Berkuasa Universiti ialah Lembaga, Senat, Jawatankuasa
Pengurusan Universiti atau dengan apa-apa jua nama ia disebut, Fakulti,
Pusat Pengajian, Institut, Pusat Akademik, Pusat Penyelidikan, Akademi,
Jawatankuasa Pengajian, Jawatankuasa Pemilih, Jawatankuasa Kebajikan
Pelajar, Jawatankuasa Aduan Pelajar dan badan yang lain sebagaimana yang ditetapkan oleh statut sebagai Pihak Berkuasa Universiti.”.

Seksyen 34 Perlembagaan adalah dipotong.

Seksyen baru 35A
Perlembagaan dipinda dengan memasukkan selepas seksyen 35 seksyen yang berikut:
“Jawatankuasa Aduan Pelajar
dua orang ahli yang dipilih oleh Persatuan Siswazah atau
Alumni Universiti; dan
dua orang pegawai lain Universiti yang dilantik oleh
Lembaga selepas mengambil kira dengan sewajarnya kepentingan untuk menjamin suatu Jawatankuasa Aduan
Pelajar yang mendapat keyakinan pelajar.
Jawatankuasa Aduan Pelajar hendaklah mempunyai apa-apa kuasa dalam menjalankan siasatan atau inkuiri ke atas apa-apa aduan yang dibuat oleh pelajar mengikut cara yang ditetapkan oleh statut.”.

UNIVERSITIES AND UNIVERSITY COLLEGES
(CONSTITUTION OF THE UNIVERSITI SAINS MALAYSIA)
(AMENDMENT) ORDER 2012
Opening note
There shall be a Registrar, a Bursar, a Chief Librarian, a Legal
Adviser, a Complaints Officer and an Internal Auditor who shall be full-time officers of the University and shall have such powers and duties as may be prescribed by statute.
The post of the Registrar, the Bursar, the Chief Librarian, the Legal
Adviser, the Complaints Officer and the Internal Auditor may be known by such other names as may be determined by the Board.
The Registrar, the Bursar, the Chief Librarian, the Legal Adviser, the Complaints Officer and the Internal Auditor shall be appointed by the Board on the advice of the Selection Committees.

Subject to the provisions of this Constitution, the conditions of appointment of the Registrar, the Bursar, the Chief Librarian, the Legal Adviser, the Complaints Officer and the Internal Auditor shall be determined by the
Board.
A person appointed as the Registrar, the Bursar and the Legal
Adviser shall, unless he resigns or vacates his office or his appointment is revoked, hold office for a period of not more than three years and upon expiry of such period, the Registrar, the Bursar and the Legal Adviser shall be eligible for reappointment.
A person appointed as the Chief Librarian, the Complaints Officer and the Internal Auditor shall hold office for a period as determined by the
Board.
The appointment of the Registrar, the Bursar, the Chief Librarian, the Legal Adviser, the Complaints Officer and the Internal Auditor may, at any time, be revoked by the Board stating the reason for such revocation.”.
Amendment of section 17 3.
Section 17 of the Constitution is amended by substituting for subsection (1) the following subsection:
“(1)
The Authorities of the University shall be the Board, the Senate, the
Management Committee of the University or by whatever name it may be referred to, the Faculties, the Schools, the Centres, the Institutes, the Academic
Centres, the Research Centres, the Academies, the Studies Committee, the
Selection Committees, the Student Welfare Committee, the Students’
Complaints Committee and such other bodies as may be prescribed by statute as Authorities of the University.”.

Deletion of section 34 4.
Section 34 of the Constitution is deleted.
New section 35A
The Constitution is amended by inserting after section 35 the following section:
“Students’ Complaints Committee
There is established a Students’ Complaints Committee which shall consist of—
two members elected by the Guild of Graduates or the
Alumni of the University; and
two other officers of the University appointed by the Board after due regards to the importance of securing a Students’
Complaints Committee which enjoys student confidence.
The Students’ Complaints Committee shall have such powers in conducting investigations or inquiries as to any complaint made by a student in the manner as may be prescribed by statute.”.
