- PADA menjalankan kuasa yang diberikan oleh seksyen 5 dan 6 Ordinan Perkapalan Saudagar 1952 [Ord. 70/1952], Menteri mengisytiharkan Teluk Victoria dalam Wilayah Persekutuan Labuan sebagai suatu pelabuhan mengikut pengertian Ordinan. Pindaan Pemberitahuan Undang-Undang No. 73 tahun 1953 2. Bagi maksud menentukan had pelabuhan, Pemberitahuan Undang-Undang No. 73 tahun 1953 [L.N. 73/1953] dipinda dalam Jadual Pertama, berkenaan dengan Wilayah Persekutuan Labuan, dengan memasukkan selepas butiran 89 butiran yang berikut:

Preamble
- IN exercise of the powers conferred by sections 5 and 6 of the Merchant Shipping Ordinance 1952 [Ord. 70/1952], the Minister declares Victoria Bay in the Federal Territory of Labuan as a port within the meaning of the Ordinance. Amendment of Legal Notification No. 73 of 1953 2. For the purpose of defining the port limit, the Legal Notification No. 73 of 1953 [L.N. 73/1953] is amended in the First Schedule, in respect of the Federal Territory of Labuan, by inserting after item 89 the following item:
