- BAHAWASANYA seksyen 3 Ordinan Pemeliharaan Keselamatan Awam, 1962 [Ord. No. 6 Tahun 1962], memperuntukkan bahawa jika Yang di-Pertuan Agong berpuas hati bahawa adalah perlu bagi pemeliharaan keselamatan awam untuk berbuat demikian, baginda boleh, melalui notis dalam Warta, mengisytiharkan bahawa peruntukan subseksyen (2) dan (3) seksyen itu hendaklah mula berkuat kuasa dan sesudah itu peruntukan itu hendaklah mula berkuat kuasa dengan sewajarnya: DAN

- BAHAWASANYA suatu proklamasi telah dibuat oleh Gabenor pada 8 Disember 1962 [G.N.S 152/1962] bagi mengisytiharkan dan memproklamasikan 3 bahawa peruntukan subseksyen (2) dan (3) seksyen 3, dan subseksyen (2) seksyen 4, Ordinan Pemeliharaan Keselamatan Awam, 1962 hendaklah mula berkuat kuasa: DAN BAHAWASANYA BETA berpuas hati bahawa adalah perlu bahawa Proklamasi yang dibuat oleh Gabenor pada 8 Disember 1962 hendaklah terhenti berkuat kuasa dan bahawa adalah perlu bagi pemeliharaan keselamatan awam untuk membuat suatu perisytiharan berkenaan dengan daerah Kudat, Kota Marudu, Pitas, Beluran, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna dan Tawau di Sabah: MAKA OLEH YANG DEMIKIAN, BETA, ALMU’TASIMU BILLAHI MUHIBBUDDIN TUANKU ALHAJ ABDUL HALIM MU’ADZAM SHAH IBNI ALMARHUM SULTAN BADLISHAH, dengan Kurnia Allah, Yang di-Pertuan Agong bagi Negeri-Negeri dan wilayah-wilayah Malaysia, pada menjalankan kuasa yang diberikan kepada BETA sebagaimana yang disebut terdahulu mengisytiharkan bahawa Proklamasi yang dibuat oleh Gabenor pada 8 Disember 1962 hendaklah terhenti berkuat kuasa dan peruntukan subseksyen (2) dan Kinabatangan, Lahad Datu, Kunak, Semporna dan Tawau di Sabah. DIPERBUAT di Istana Negara BETA di Kuala Lumpur, Ibu Kota Persekutuan, pada dua puluh hari bulan Mac, dua ribu tiga belas. Preamble
- WHEREAS section 3 of the Preservation of Public Security Ordinance, 1962 [Ord. No. 6 of 1962], provides that if the Yang di-Pertuan Agong is satisfied that it is necessary for the preservation of public security so to do, he may, by notice in the Gazette, declare that the provisions of subsections (2) and (3) of that section shall come into operation and thereupon those provisions shall come into operation accordingly: AND WHEREAS a proclamation was made by the Governor on 8 December 1962 [G.N.S 152/1962] to declare and proclaim that the provisions of subsections (2) and (3) 5 of section 3, and subsection (2) of section 4, of the Preservation of Public Security Ordinance, 1962 shall come into operation: AND WHEREAS We are satisfied that it is necessary that the Proclamation made by the Governor on 8 December 1962 shall cease to have effect and that it is necessary for the preservation of public security to make a declaration in respect of the districts of Kudat, Kota Marudu, Pitas, Beluran, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau in Sabah: NOW THEREFORE, WE, ALMU’TASIMU BILLAHI MUHIBBUDDIN TUANKU ALHAJ ABDUL HALIM MU’ADZAM SHAH IBNI ALMARHUM SULTAN BADLISHAH, by the Grace of Allah, Yang di-Pertuan Agong of the States and territories of Malaysia, in exercise of the powers conferred on US as aforesaid declare that the Proclamation made by the Governor on 8 December 1962 shall cease to have effect and the provisions of subsections (2) and (3) of section 3 of the Preservation of Public Security Ordinance, 1962 shall come into operation in respect of the districts of Kudat, Kota Marudu, Pitas, Beluran, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau in Sabah.
