1.
Bagi apa-apa penyelenggaraan, pembaikan, penambahbaikan, pembersihan dan pemugaran mana-mana bahagian jalan di atas Laluan 3, Jalan Kuala Terengganu-Kota
Bharu dari seksyen 541.00 hingga seksyen 544.90, Laluan 174, Jalan Sultan Mahmud dari seksyen 0.0 hingga seksyen 0.5 dan Laluan 65, Jalan Sultan Mizan dari seksyen 0.0 hingga seksyen 0.3.
2.
Bagi apa-apa pembinaan, pemasangan, penyelenggaraan, pengubahan atau pengalihan mana-mana struktur, kerja, peralatan atau apa-apa jua benda di dalam, pada, di bawah atau di atas mana-mana bahagian jalan di atas Laluan 3, Jalan Kuala Terengganu-Kota Bharu dari seksyen 541.00 hingga seksyen 544.90, Laluan 174, Jalan Sultan Mahmud dari seksyen 0.0 hingga seksyen 0.5 dan Laluan 65, Jalan Sultan Mizan dari seksyen 0.0
hingga seksyen 0.3.
3.
Bagi maksud diangkut di atas kenderaan yang tidak tergolong dalam kelas kenderaan yang disenaraikan dalam Jadual Pertama.
4.
Bagi maksud penguatkuasaan dan perkhidmatan kecemasan milik pihak berkuasa tempatan dan Kerajaan, seperti Polis Di Raja Malaysia, Jabatan Perkhidmatan Bomba dan
Jabatan Pertahanan Awam Malaysia, Jabatan Penjara Malaysia dan lain-lain.
5.
Bagi maksud pemeriksaan, pembuangan dan penghantaran sisa domestik seperti lori sampah, roll-on-roll, penyendat sampah, lori pembersihan pembentungan, lori vakum pembentungan dan lain-lain.
6.
Jika disebabkan sesuatu kecemasan, termasuk banjir atau apa-apa sebab lain yang munasabah, penggunaan mana-mana jalan (yang bukannya jalan yang dikenakana

larangan) oleh kenderaan yang disenaraikan dalam Jadual Pertama menjadi mustahil atau tidak sesuai, pegawai berkenaan yang menjaga Daerah Polis berkenaan boleh―
(a)
membenarkan mana-mana kenderaan yang dinyatakan dalam Jadual
Pertama untuk menggunakan mana-mana bahagian jalan di atas Laluan 3,
Jalan Kuala Terengganu-Kota Bharu dari seksyen 541.00 hingga seksyen 544.90, Laluan 174, Jalan Sultan Mahmud dari seksyen 0.0 hingga seksyen 0.5 dan Laluan 65, Jalan Sultan Mizan dari seksyen 0.0 hingga seksyen 0.3.
sebagai suatu jalan alternatif bagi tempoh yang penggunaan jalan oleh kenderaan itu masih mustahil atau tidak sesuai; dan
(b)
melonggarkan mana-mana larangan yang akan dikenakan oleh perintah ini setakat yang dianggap olehnya perlu dilakukan berhubungan dengan penggunaan mana-mana bahagian jalan di atas Laluan 3, Jalan Kuala
Terengganu-Kota Bharu dari seksyen 541.00 hingga seksyen 544.90, Laluan 174, Jalan Sultan Mahmud dari seksyen 0.0 hingga seksyen 0.5 dan Laluan 65,

ROAD TRANSPORT (PROHIBITION OF USE OF ROAD) (FEDERAL ROADS)
ROUTE 3 (KUALA TERENGGANU-KOTA BHARU ROAD), ROUTE 174 (SULTAN MAHMUD
ROAD) AND ROUTE 65 (SULTAN MIZAN ROAD)) ORDER 2011
WHEREAS by P.U. (B) 171/2011 published on  12 April 2011, notice was given of the intention to make an order under subsections 70(1), (1A) and (2) of the Road Transport
Act 1987 [Act 333]:
AND WHEREAS no objection was received by the Minister of Works against the making of such order:
NOW THEREFORE, in exercise of the powers conferred by subsections 70(1), (1A)
and (2) of the Act, the Minister of Works, after taking into consideration the matters referred to in subsection 70(2) of the Act, makes the following order:
Citation and commencement 1.
(1)
This order may be cited as the Road Transport (Prohibition of Use of
Road) (Federal Roads) (Route 3 (Kuala Terengganu-Kota Bharu Road), Route 174
(Jalan Sultan Mahmud) and Route 65 (Jalan Sultan Mizan)) Order 2011.
(2)
This Order comes into operation on 27 April 2011.
Interpretation 2.
For the purpose of this Order, unless the context otherwise requires―
“heavy vehicles” means any motor vehicle or mobile machinery without the unladen weight of 5000 kg and more.
Prohibition 3.
(1)
The driving of heavy vehicles on the road as shown on the map in the Second
Schedule is prohibited on the day and time as specified in the First Schedule.

(2)
The driving of heavy vehicles mentioned in subparagraph (1) is prohibited in either direction on any part of the road of the Route 3 (Kuala Terengganu-Kota Bharu Road from section 541.00 to section 544.90), Route 174 (Jalan Sultan Mahmud from section 0.0
to section 0.5) and Route 65 (Jalan Sultan Mizan from section 0.0 to section 0.3).
Exemptions 4.
Notwithstanding the provisions of this Order, exemption is given for the purpose and the events specified in the Third Schedule.

THIRD SCHEDULE
EXEMPTION
1.
For any maintenance, repair, improvement, cleaning and clearance of any part of the road of the Route 3, Kuala Terengganu-Kota Bharu Road from Section 541.00 to section 544.90, Route 174, Sultan Mahmud Road from section 0.0 to section 0.5 and Route 65,
Sultan Mizan Road from section 0.0 to section 0.3.
2.
For any erection, installation, maintenance, alteration or removal of any structure, works, apparatus or any thing in, on, under or over any part of the road of the Route 3,
Kuala Terengganu-Kota Bharu Road from section 541.00 to section 544.90, Route 174,
Sultan Mahmud Road from section 0.0 to section 0.5 and Route 65, Sultan Mizan Road from section 0.0 to section 0.3.
3.
For the purposes of being transported upon a vehicle which does not fall within class of vehicle as listed in the First Schedule.
4.
For the purposes of enforcement and emergency services belonging to the local authorities and Government, such as the Royal Malaysia Police, Fire Service Department,
Malaysia Civil Defence Force, Malaysia Prison Department and others.
5.
For the purposes of checking, disposal and delivery of domestic waste such as garbage truck, roll-on-roll garbage truck, garbage compactor, sewerage cleaning truck, sewerage vacuum truck and others.
6.
Where by reason of an emergency, including flood or any other reasonable reason, the use of any road (not being the prohibited route) by vehicle as described in the First
Schedule is rendered impossible or unsuitable, the respective officers in charge of the
Police District may―

(a)
allow any vehicle specified in the First Schedule to use any part of the road of the Route 3, Kuala Terengganu-Kota Bharu Road from section 541.00 to section 544.90, Route 174, Sultan Mahmud Road from section 0.0 to section 0.5 and Route 65, Sultan Mizan Road from section 0.0 to section 0.3, as an alternative road for the period during which the use of the roads by the vehicles continues to be impossible or unsuitable; and
(b)
loosen any prohibition to be imposed by this order in so far as he considers it necessary to do so in connection with the use of any part of the road of the
Route 3, Kuala Terengganu-Kota Bharu Road from section 541.00 to section 544.90, Route 174, Sultan Mahmud Road from section 0.0 to section 0.5 and
Route 65, Sultan Mizan Road from section 0.0 to section 0.3 by any vehicle specified in the First Schedule.
