Preamble
- PADA menjalankan kuasa yang diberikan oleh seksyen 35 Akta Racun 1952 [Akta 366], Menteri membuat peraturan-peraturan yang berikut: Nama

Peraturan-Peraturan Racun (Bahan-Bahan Psikotropik) 1989 [P.U. (A) 66/1989], yang disebut “Peraturan-Peraturan ibu” dalam Peraturan-Peraturan ini, dipinda dalam perenggan 19(c) dengan memasukkan selepas perkataan “nama” perkataan “, nombor kad pengenalan, nombor pasport atau apa-apa dokumen pengenalan sah yang lain.”.

Peraturan 23 Peraturan-Peraturan ibu dipinda dalam perenggan (a) dengan memasukkan selepas perkataan “Pegawai Pelesenan” perkataan “tertakluk kepada terma dan syarat sebagaimana yang boleh dikenakannya.”.

Peraturan-Peraturan ibu dipinda dengan menggantikan subperaturan (2) dengan subperaturan yang berikut:
“(2)
Mana-mana bilik, kabinet, peti besi atau bekas yang digunakan untuk menyimpan apa-apa bahan psikotropik—
(a)
hendaklah ditempatkan di premis yang padanya bahan psikotropik itu berkaitan dengan pengilangan, pendispensan, pensebatian, pencampuran, penjualan, pembekalan, pendidikan, pengkajian atau penganalisisan kimia sahaja; dan

(b)
hendaklah dikunci dan dibuka kunci oleh orang yang dibenarkan memiliki bahan psikotropik itu, dan kunci bagi bilik, kabinet, peti besi atau bekas itu hanya boleh disimpan oleh orang itu sahaja.”.

POISONS (PSYCHOTROPIC SUBSTANCES) (AMENDMENT) REGULATIONS 2013
Opening note
Preamble
- IN exercise of the powers conferred by section 35 of the Poisons Act 1952 [Act 366], the Minister makes the following regulations: Citation 1. These regulations may be cited as the Poisons (Psychotropic Substances) (Amendment) Regulations 2013. Amendment of regulation 19 2. The Poisons (Psychotropic Substances) Regulations 1989 [P.U. (A) 66/1989], which are referred to as the “principal Regulations” in these Regulations, is amended in paragraph 19(c) by inserting after the word “name” the words “, identity card number, passport number or any other legal identification document.”. Amendment of regulation 23 3. Regulation 23 of the principal Regulations is amended in paragraph (a) by inserting after the words “Licensing Officer” the words “subject to the terms and conditions as he may impose.”. Amendment of regulation 24 4. Regulation 24 of the principal Regulations is amended by substituting for subregulation (2) the following subregulation: “(2) Any room, cabinet, safe or receptacle used to store any psychotropic substance—
(a)
shall be placed on the premises to which such psychotropic substance relates to the manufacturing, dispensing, compounding, mixing, sale, supply, education, research or chemical analysis only;
and

(b)
shall be locked and unlocked by the person authorised to possess such psychotropic substance, and the keys to such room, cabinet, safe or receptacle shall be kept by him only.”.
