Preamble
- BAHAWASANYA disebabkan oleh suatu darurat besar berlaku yang mengancam keselamatan, kehidupan ekonomi dan ketenteraman awam di dalam Persekutuan berikutan wabak penyakit berjangkit, iaitu Penyakit Koronavirus 2019 (COVID-19), dan untuk menghalang daripada terus merebaknya COVID-19 jika suatu pilihan raya umum ke Dewan Undangan Negeri bagi Negeri Sarawak diadakan, Proklamasi Darurat (Sarawak) [P.U. (A) 323/2021] telah dikeluarkan oleh BETA di bawah Fasal (1) Perkara 150 Perlembagaan Persekutuan pada dua puluh sembilan hari bulan Julai, dua ribu dua puluh satu: DAN BAHAWASANYA BETA berpuas hati bahawa keperluan Proklamasi Darurat (Sarawak) itu telah berakhir dan suatu tindakan untuk membatalkan Proklamasi Darurat itu adalah dikehendaki: DAN BAHAWASANYA selaras dengan Fasal (1) dan (3) Perkara 150 Perlembagaan Persekutuan BETA boleh membatalkan suatu Proklamasi Darurat: MAKA, OLEH YANG DEMIKIAN, BETA, AL-SULTAN ABDULLAH RI’AYATUDDIN AL-MUSTAFA BILLAH SHAH IBNI ALMARHUM SULTAN HAJI AHMAD SHAH AL-MUSTA’IN BILLAH, dengan Kurnia Allah, Yang di-Pertuan Agong bagi Negeri-Negeri dan wilayah-wilayah Malaysia, pada menjalankan kuasa yang diberikan kepada BETA sebagaimana yang tersebut di atas, setelah berunding dengan Yang di-Pertua Negeri bagi Negeri Sarawak menurut subseksyen 2(1) Ordinan Darurat (Kuasa-Kuasa Perlu) (Sarawak) 2021 [P.U. (A) 324/2021], MEMBATALKAN Proklamasi Darurat (Sarawak). 3 DIKELUARKAN di Istana Negara BETA di Kuala Lumpur, Ibu Kota Persekutuan, pada tiga hari bulan November, dua ribu dua puluh satu. Preamble
- WHEREAS by reason of the existence of a grave emergency threatening the security, economic life and public order of the Federation arising from the epidemic of an infectious disease, namely Coronavirus Disease 2019 (COVID-19), and in order to prevent further spread of COVID-19 if a general election to the Dewan Undangan Negeri of the State of Sarawak is held, the Proclamation of Emergency (Sarawak) [P.U. (A) 323/2021] has been issued by US under Clause (1) of Article 150 of the Federal Constitution on the twenty ninth day of July, two thousand twenty one: AND WHEREAS WE are satisfied that the need for the Proclamation of Emergency (Sarawak) has ended and an action to revoke the Proclamation of Emergency is required: AND WHEREAS consistent with Clauses (1) and (3) of Article 150 of the Federal Constitution WE may revoke a Proclamation of Emergency: NOW, THEREFORE, WE, AL-SULTAN ABDULLAH RI’AYATUDDIN AL-MUSTAFA BILLAH SHAH IBNI ALMARHUM SULTAN HAJI AHMAD SHAH AL-MUSTA’IN BILLAH, by the Grace of Allah, Yang di-Pertuan Agong of the States and territories of Malaysia, in exercise of the powers conferred on US as aforesaid, after consultation with the Yang di-Pertua Negeri of the State of Sarawak pursuant to subsection 2(1) of the Emergency (Essential Powers) (Sarawak) Ordinance 2021 [P.U. (A) 324/2021], REVOKE the Proclamation of Emergency (Sarawak). 5 ISSUED at OUR Istana Negara in Kuala Lumpur, the Federal Capital, this third day of November, two thousand twenty one. AL-SULTAN ABDULLAH RI’AYATUDDIN AL-MUSTAFA BILLAH SHAH IBNI ALMARHUM SULTAN HAJI AHMAD SHAH AL-MUSTA’IN BILLAH Yang di-Pertuan Agong [To be laid before Parliament pursuant to Clause (3) of Article 150 of the Federal Constitution]
