- PADA menjalankan kuasa yang diberikan oleh perenggan 25(3)(c) Akta Duti Timbal Balas dan Anti-Lambakan 1993 [Akta 504] dan peraturan 15 Peraturan-Peraturan Duti Timbal Balas dan Anti-Lambakan 1994 [P.U. (A) 233/1994], Kerajaan telah membuat suatu penentuan muktamad bahawa tiada margin lambakan wujud mengenai lembar konkrit prategasan tujuh wayar yang dikelaskan di bawah Kod Sistem yang Diharmonikan (Kod H.S.) 7312.10.000 (“dagangan subjek”) tidak termasuk Lembar Konkrit Prategasan Bersalut Gris Polietilena, Dawai Besi Tergalvani, Lembar Konkrit Prategasan Tergalvani, Lembar Konkrit Prategasan Berlekuk, Lembar Konkrit Prategasan dengan Rusuk Pili, tali dan kabel, yang berasal atau dieksport dari Republik Rakyat China. Sebab bagi penentuan muktamad negatif 2. Sebab bagi penentuan muktamad negatif adalah seperti yang berikut:

tiada kemudaratan material ke atas industri dalam negeri di Malaysia yang mengeluarkan keluaran serupa yang boleh dengan semunasabahnya dikaitkan dengan pengimportan dagangan subjek yang berasal atau dieksport dari Republik Rakyat China ke dalam Malaysia.

Preamble
- IN exercise of the powers conferred by paragraph 25(3)(c) of the Countervailing and Anti-Dumping Duties Act 1993 [Act 504] and regulation 15 of the Countervailing and Anti-Dumping Duties Regulations 1994 [P.U. (A) 233/1994], the Government has made a final determination that there is no dumping margin exists with regard to seven wires pre-stressed concrete strand classified under Harmonised System Code (H.S. Code)

10.000 (“subject merchandise”) excluding Polyethylene Grease Coated PC Strand,
Galvanised Steel Wire, Galvanised PC Strand, Indented PC Strand, PC Strand with Spiral
Ribs, ropes and cables, originating or exported from the People’s Republic of China.
Reasons for negative final determination 2.
The reasons for the negative final determination are as follows:
(a)
the export price of the subject merchandise originating or exported from the
People’s Republic of China into Malaysia is higher than its normal value or at de minimis level; and
(b)
no material injury on the domestic industry in Malaysia producing the like product that can be reasonably linked to the importation of the subject merchandise originating or exported from the People’s Republic of China into Malaysia.
