Preamble
- PADA menjalankan kuasa yang diberikan oleh seksyen 6 Akta Kawalan Bekalan 1961 [Akta 122], Menteri membuat peraturan-peraturan yang berikut: Nama dan permulaan kuat kuasa
Seksyen 2
Peraturan-Peraturan Kawalan Bekalan 1974 [P.U. (A) 103/1974], yang disebut
“Peraturan-Peraturan ibu”
dalam
Peraturan-Peraturan ini, dipinda dalam subperaturan 13(4) dengan memasukkan selepas perkataan “Peraturan-peraturan ini”
perkataan “boleh dibuat dalam bentuk elektronik dan”.
Seksyen 3
Pindaan peraturan 18
Peraturan-Peraturan ibu dipinda dengan menggantikan peraturan 18 dengan peraturan yang berikut:
“Sekatan pemilikan barang berjadual bagi penggunaan dan pengambilan dalam perdagangan atau perniagaan.
Seksyen 18
(1)
Mana-mana orang yang menjalankan apa-apa perdagangan atau perniagaan, yang dalam penjalanan perdagangan atau perniagaan itu dia menggunakan atau mengambil mana-mana barang berjadual sebagaimana yang dinyatakan dalam Ruang 1 Bahagian IV Jadual, tidak boleh ada dalam milikannya kuantiti barang berjadual sebagaimana yang dinyatakan dalam Ruang 2 Bahagian IV Jadual.

Subperaturan (1) tidak terpakai bagi mana-mana orang yang disebut dalam subperaturan (1) yang telah diberikan kebenaran melalui permit yang dikeluarkan oleh Pengawal.
(3)
Permohonan bagi permit hendaklah dibuat secara bertulis kepada Pengawal dan hendaklah disertakan dengan apa-apa maklumat sebagaimana yang ditentukan oleh
Pengawal.
(4)
Pengawal boleh mengenakan apa-apa syarat yang difikirkan patut bagi pengeluaran permit di bawah peraturan ini.”.
Pindaan Jadual 4.
Jadual kepada Peraturan-Peraturan ibu dipinda dengan menggantikan
Bahagian IV dengan bahagian yang berikut:

CONTROL OF SUPPLIES (AMENDMENT) REGULATIONS 2021
Opening note
Preamble
- IN exercise of the powers conferred by section 6 of the Control of Supplies Act 1961 [Act 122], the Minister makes the following regulations: Citation and commencement 1.
(1)
These regulations may be cited as the Control of Supplies (Amendment)
Regulations 2021.
(2)
These Regulations come into operation on 15 October 2021.
Amendment of regulation 13 2.
The Control of Supplies Regulations 1974 [P.U. (A) 103/1974], which are referred to as the
“principal Regulations” in these Regulations, are amended in subregulation 13(4) by inserting after the words “this Regulation” the words
“may be made in electronic form and”.
Amendment of regulation 18 3.
The principal Regulations are amended by substituting for regulation 18 the following regulation:
“Restriction on possession of scheduled articles for use or consumption in trade or business.
Seksyen 18
(1)
Any person who carries on any trade or business, which in the course of the trade or business he uses or consumes any of the scheduled article as specified in
Column 1 of Part IV of the Schedule, shall not have in his possession the quantity of the scheduled article as specified in
Column 2 of Part IV of the Schedule.
(2)
Subregulation (1) shall not apply to any person referred to in subregulation (1) who has been authorized by way of a permit issued by the Controller.

(3)
An application for permit shall be made in writing to the
Controller and shall be accompanied with any information as may be determined by the Controller
(4)
The Controller may impose any conditions he deems fit for the issuance of permit under this regulation.”.
Amendment of Schedule 4.
The Schedule to the principal Regulations are amended by substituting for Part IV the following part:
