Section 12

In making any grant under the provisions of paragraph 10, the Administrators shall exercise their discretion both as to the amount of the grant and as to any condition for deferred or conditional payment or payment by instalments, and shall not in any one year exceed such total amount as shall be fixed for such purposes by the

Board. Neither the registration of an Approved Applicant nor any grant made under this Scheme shall create any right.
