Every member of the Council or any of its committees, any officer, employee or agent of the Agency and any member of its committees and any member of the Joint Technical Committee while discharging his duties or performing his functions or exercising his power under this Act or any regulations made under this
Act shall be deemed to be public servants within the meaning of the Penal Code [Act 574].
