with a view to inducing the Commissioner of Police or the Chief Police Officer to grant a letter of approval, makes any statement or declaration which, to his knowledge, is false or incorrect, either in whole or in part, or in any material respect misleading, he shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding twelve months or to both.
