The Minister shall appoint a public officer to be the
Minister
“Minister” means the Minister charged with the responsibility for internal security;
Secretary of the Council and such other public officers as may be necessary to assist the Council.

“Council” means the Council for Anti-Trafficking in Persons and Anti-Smuggling of Migrants established under section 6;
The Secretary of the Council shall have any duties and functions as may be determined by the Minister.
