A party to a dispute over the compliance with the standard access obligation under section 149 may notify the Commission of the dispute under Chapter 7 of Part V.
A party who is seeking to exercise his rights under the standard access obligations, or a party who has notified the Commission of the dispute under subsection (1), may, at any time, withdraw, in writing, the notification.
