Section 5
The moneys of the Fund shall be applied and are hereby appropriated for the purpose of—
(a)
granting loans upon such terms and conditions as the Minister of Finance may think fit to any member of the public services (other than the public service of a State) to enable or to assist such member to purchase land and to construct thereon dwelling house and road as a means of access thereto; and
(b)
granting loans to the Government of a State for the purpose of Housing Loans Fund of the State.
