by renumbering the existing section as subsection (1);

in subsection (1) as renumbered, by deleting paragraph (b); and

by inserting after subsection (1) as renumbered the following subsection:

“(2)  The Chairman shall appoint from amongst the members of the Council a Deputy Chairman.”.
