The Council shall meet as and when required to do so by the Chairman of the Council.
The Chairman and four other members of the Council shall form a quorum at any meeting of the Council.
If on any question to be determined by the Council there is an equal division of votes, the Chairman or member presiding shall have a casting vote in addition to his deliberative vote.
