If any member of the Council has any beneficial interest in any matter under consideration by the Council, he shall declare to the Chairman or member presiding the nature and extent of his interest in the matter and the Council shall decide whether or not he may take part in the meeting of the Council when the matter is being considered notwithstanding his interest in the matter.
