Where a notice of objection to the designation of the site is served in accordance with section 28 the Commissioner shall set a date, time and place for the hearing of the objection and shall, at least twenty one days before the date of the hearing serve a notice of hearing in the form and manner as prescribed by the

Commissioner, upon the objecting party and the owner of the site.
