Savings and transitional
(1)
Notwithstanding the repeal under section 86 or any provision of this
Enactment to the contrary, every person who, immediately before the appointed date holds a valid licence issued to him under the repealed Ordinance shall on the appointed date be deemed to be licensed under this Enactment until the expiry of the licence and shall be subject to the terms and conditions as the Director may impose.
(2)
The provisions of this Enactment relating to the suspension, revocation and renewal of licences shall apply to all persons deemed to be licensed under subsection (1).
(3)
Any application for a licence under this Enactment by a person who is deemed to have been licensed by virtue of subsection (1) shall be treated as a fresh application and not an application for renewal of the licence.
(4)
All appointments, regulations, rules, by-laws, exemptions, directions and orders made, all registers kept and all permits and certificates granted or having effect under the repealed Ordinance and in force or having effect at the commencement of this
Enactment, shall (without prejudice to the power of the Minister to amend the regulations,

rules and by-laws or to amend, revoke or withdraw the exemptions, directions, permits or certificates by order or direction made under the appropriate provision of this Enactment and subject to such modifications as may be necessary to bring the regulations, rules, by-laws, exemptions, directions or orders in conformity with this Enactment) continue to be in force and have effect as if they had been made, kept, or granted under this Enactment, until otherwise provided for under this Enactment.
