(1)
An application for a licence shall be made to the Director in such manner as the Director may determine.
(2)
The application under subsection (1) shall be accompanied by such documents or information as the Director may consider necessary and relevant to the application and the Director may, orally or in writing at any time after receiving the application before it is determined, require the applicant to provide such additional documents or information as the Director considers necessary for the purposes of determining the suitability of the applicant for the licence.
(3)
The Director may, after receiving an application for a licence under subsection (1), issue the licence or refuse to issue the licence.
(4)
Where an application for a licence is approved by the Director, the licence shall be issued in the name of the applicant upon payment of the prescribed fee and the
Director may impose such terms and conditions as he may deem necessary.

(5)
Where the Director refuses to issue the licence in subsection (3), he shall inform the applicant by a written notice that the application has been refused.
