Where it comes to the knowledge of a licensed local institution that any agreement or arrangement as is referred to in section 45 has been effected or is about to be effected in respect of itself, the institution shall immediately thereupon report the same to the Bank setting out in its report all relevant particulars and details which are then within its knowledge.
