Section 19
(1)
Every declaration required by or for the purposes of this
Act may be made before any Registrar or Assistant Registrar or before any commissioner for oaths or before a notary public.
(2)
Every such declaration shall be deemed to be a declaration within the meanings of section 199 and section 200 of the Penal
Code [Act 574].
