Section 23

The Minister may, by order published in the Gazette, subject to any conditions which he thinks fit to impose, exempt any care centre, or any class, category or description of care centres, from any provision of this Act or any regulations made thereunder, if the

Minister is satisfied that there are special circumstances, and that it would not be contrary to public interest, to do so.
