s 12Power of first Council to make rules

(1)

Notwithstanding section 8, and without prejudice to sections 10 and 11, the first Council constituted may make rules to provide for all or any of the matters mentioned in subsection 8(1).

(2)

All rules made under subsection (1) shall be subject to the approval of the Minister and shall, if approved by the Minister, be published in the Gazette, and shall remain in force until amended or revoked by rules made under section 8.
