Section 13
(1)
The Controller may in writing delegate all or any of his powers, duties or functions under this Act or any regulations made thereunder to any supplies officer, and may at any time revoke any such delegation.
(2)
No delegation under subsection (1) shall be deemed to divest the Controller of any of his powers, duties or functions and he may, if he thinks fit, exercise those powers, duties and functions notwithstanding any such delegation.
