Section 35F
The following persons are entitled to submit declarations and supporting documents to clear goods for the purpose of transit:
(a)
the owner of the goods;
(b)
the licensed carrier or any other person as approved by the
Director General under subsection 35G(2); or
(c)
a customs agent.
