Section 4

For the purposes of this Ordinance, the Dewan is declared to possess all such powers and jurisdiction as may be necessary for enquiring into, judging, and pronouncing upon the commission of any such acts, matters, or things as are made punishable as contempts under section 24 and awarding or imposing and carrying into execution the punishment therefor provided by this Ordinance.
