Section 22
(1)
A member of the Council who was appointed or reappointed before the coming into operation of this Act and who has not completed his term of office immediately before the coming into operation of this Act may continue to hold office for the remainder of his term of office.

(2)
Any pending action or orders relating to any vehicle or ship before the date of coming into operation of this Act shall not be affected by this Act and shall continue as if this Act had not been enacted.
