for general forest management, and in particular –

establishing any committee for the management of any Forest

Reserve or any part thereof, defining the terms of reference of such committee and declaring privileges and conditions which shall apply either generally or particularly within such Forest Reserve or any part thereof:

Provided that no such privilege or condition shall derogate from any admitted right or conceded privilege or any special condition specified in respect of such Forest Reserve or any part thereof or in a reservation notice;
