Section 17
(1)
Subject to this Act and of any written law limiting the jurisdiction of a Sessions Court (whether by reference to the subject matter of the proceedings to be brought or the amount sought to be recovered in the proceedings or otherwise) any civil proceedings against the Government may be instituted in a Sessions
Court.
(2)
Any proceedings by or against the Government in a Sessions
Court shall be instituted and proceeded with in accordance with this Act and not otherwise.
