Section 27

The Authority may make and carry into effect, any agreement whereby the Authority undertakes to act as agent for the Government or statutory and local authority in the carrying out of site preparation, erection of houses or other buildings, the carrying out of repairs, the collection of rents or other payments, or in relation to any other services in connection with housing or buildings ancillary thereto.

The Authority may make ex-gratia payments.
