If any licensed housing developer—

Section 13
(a)
is carrying on his business, in the opinion of the Controller, in a manner detrimental to the interest of the purchasers or to any member of the public;
(b)
has insufficient assets to cover his liabilities;
(c)
is contravening any of the provisions of this Act; or
(d)
has ceased to carry on housing development in Peninsular
Malaysia, the Controller may subject to section 14 relating to the giving of opportunity of being heard revoke the licence issued to the licensed housing developer or suspend it for such period as the Controller may determine.
