71. Local authority may recover for work done

Where any expenses are incurred by the local authority in carrying out any work as a result of the offences mentioned in sections 69 and 70, the local authority shall certify the cost thereof to the defaulting persons and the certificate of the local authority shall be conclusive proof of the sum due.
(2)
Such sum shall be deemed to be a debt due to the local authority and may be recovered in the manner provided by this Act for the recovery of unpaid rates.
