Section 10
(1)
The owner, agent or master or person in charge of any vessel in a laid-up anchorage shall not employ any person for the purposes of providing any services, supplies or victuals unless such person shall have been licensed by the Director for such purpose.
(2)
No person may be employed or to employ others to provide on his behalf any services, supplies or victuals unless he shall have been licensed under these Regulations.
