Subsection 80(3a) of the Code is amended—

by inserting after the words “Notwithstanding subsection (3)” the words “and subsection 180(1)”; and
(b)
by inserting after the words “where it appears just and expedient,” the words “dispense with the issuance of qualified title and proceed to”.
