Preamble
- PADA menjalankan kuasa yang diberikan oleh subseksyen 28(4) Akta Duti Timbal Balas dan Anti-Lambakan 1993 [Akta 504], Kerajaan telah membuat penentuan muktamad afirmatif bagi kajian semula pentadbiran terhadap pengenaan duti anti-lambakan berkenaan dengan import dawai keluli berlembar bagi konkrit prategasan yang dikelaskan di bawah Kod Sistem yang Diharmonikan (“Kod H.S.”) dan Tatanama Tarif Berharmonis ASEAN (“AHTN”) 7312.10.91 00 yang berasal atau dieksport dari Republik Rakyat China (“dagangan subjek”). Sebab bagi penentuan muktamad afirmatif bagi kajian semula pentadbiran 2. Sebab bagi penentuan muktamad afirmatif bagi kajian semula pentadbiran ialah kewujudan perubahan margin lambakan yang substantif bagi import dagangan subjek dari Republik Rakyat China oleh pengeluar atau pengeksport yang berikut:

Margin lambakan yang didapati berikutan kajian semula pentadbiran dinyatakan dalam Jadual Pertama.
Duti anti-lambakan 4.
Duti anti-lambakan yang akan dikenakan kepada pengeluar atau pengeksport yang dinamakan dalam ruang (2) Jadual Kedua adalah sebagaimana yang dinyatakan dalam ruang (3).

Sebab bagi pengenaan duti anti-lambakan 5.
Sebab bagi pengenaan duti anti-lambakan di bawah perenggan 4 adalah untuk mencegah lambakan dan kemudaratan yang berterusan atau berulangan kepada industri dalam negeri di Malaysia yang mengeluarkan keluaran serupa.
Tempoh pengenaan duti anti-lambakan 6.
Duti anti-lambakan yang akan dikenakan di bawah perenggan 4
hendaklah terpakai mulai 5 Februari 2025 hingga 24 Disember 2026.

ANTI-DUMPING DUTY WITH REGARD TO IMPORTS OF STRANDED STEEL WIRES FOR
PRESTRESSING CONCRETE ORIGINATING OR EXPORTED FROM
THE PEOPLE’S REPUBLIC OF CHINA

Preamble
- IN exercise of the power conferred by subsection 28(4) of the Countervailing and Anti-Dumping Duties Act 1993 [Act 504], the Government has made an affirmative final determination for the administrative review on the imposition of anti-dumping duty with regard to imports of stranded steel wires for prestressing concrete classified under the Harmonised System Code (“H.S. Code”) and ASEAN Harmonised Tariff Nomenclature (“AHTN”) 7312.10.91 00 originating or exported from the People’s Republic of China (“subject merchandise”). Reason for affirmative final determination of administrative review 2. The reason for the affirmative final determination of the administrative review is the existence of substantial change in dumping margins for the imports of subject merchandise from the People’s Republic of China by the following producers or exporters:

Dumping margin 3.
The dumping margins found following the administrative review are as specified in the First Schedule.
Anti-dumping duties 4.
The anti-dumping duties to be imposed on producers or exporters named in column (2) of the Second Schedule are as specified in column (3).

Reason for the imposition of anti-dumping duties 5.
The reason for the imposition of anti-dumping duties under paragraph 4 is to prevent the continuation or recurrence of dumping and injury to the domestic industry in Malaysia producing the like product.
Period of imposition of anti-dumping duties 6.
The anti-dumping duties imposed under paragraph 4
shall apply from 5 February 2025 to 24 December 2026.
