Section 9
(1)
The Commission may delegate any of its powers to the
General Manager or to committees consisting of such members as it shall think fit.
(2)
Any committee so formed shall conform to any instructions that are from time to time given to it by the Commission, and the
Commission may at any time discontinue or alter the constitution of any committee so formed.
