Jawatankuasa Khas boleh mengundang mana-mana orang untuk menghadiri mana-mana mesyuarat Jawatankuasa Khas bagi maksud menasihatinya atau memberikan pandangan mengenai apa-apa perkara yang sedang dibincangkan atau bagi tujuan tertentu yang difikirkan perlu oleh Jawatankuasa Khas.

MALAYSIAN ANTI-CORRUPTION COMMISSION ACT 2009
MALAYSIAN ANTI-CORRUPTION COMMISSION (PROCEDURE OF MEETINGS
FOR SPECIAL COMMITTEE ON CORRUPTION) REGULATIONS 2025
IN excercise of the powers conferred by subsection 71(2)
of the
Malaysian Anti-Corruption Commission Act 2009 [Act 694], the Minister makes the following regulations:
Citation and commencement 1.
(1)
These regulations may be cited as the Malaysian Anti-Corruption
Commission (Procedure of Meetings for Special Committee on Corruption)
Regulations 2025.
(2)
These Regulations come into operation on 1 September 2025.
Interpretation 2.
In these Regulations, unless the context otherwise requires—
“Special Committee” means the Special Committee on Corruption established under section 14 of the Act;
“Chairman” means the Chairman of the Special Committee appointed under section 14 of the Act; and
“Deputy Chairman” means the Deputy Chairman of the Special Committee appointed under section 14 of the Act.
Meetings of Special Committee 3.
(1)
The Special Committee shall convene its meetings at least once a year for the performance of its functions and the meeting shall be held at the time and place as determined by the Chairman.

(2)
The Chairman shall preside at all meetings of the Special Committee.
(3)
If the Chairman is absent from any meeting of the Special Committee, he may direct the Deputy Chairman to replace him as the chairman of the meeting.
(4)
In the event that both the Chairman and Deputy Chairman are unable to attend a meeting of the Special Committee, the meeting shall be adjourned.
(5)
Five members, including the chairman of the meeting, shall form the quorum of the meetings of the Special Committee.
(6)
The Chairman or the chairman referred to in subregulation (3) may specify any matter that needs to be discussed at the meetings of the Special Committee.
(7)
The Chairman or the chairman referred to in subregulation (3) may authorize the use of a live video link, live television link or any other electronic means of communication for the purposes of any meeting of the Special Committee.
(8)
The Chairman or the chairman referred to in subregulation (3) shall ensure the conduct of the meetings is in order as provided in the agenda or as may be otherwise agreed by majority of the members.
Secretariat of meetings of Special Committee 4.
The Division charged with the responsibility for policy management and parliamentary affairs in the Commission shall be the secretariat of the meetings of the Special Committee.
Notice of meetings of Special Committee 5.
The secretariat of the meetings of the Special Committee shall prepare and distribute notice calling for a meeting specifying the place, date, time and the purpose of the meeting to be convened before the holding of any meeting of the Special Committee.

Minutes of meetings of Special Committee 6.
(1)
The secretariat of the meetings of the Special Committee shall—
(a)
maintain and keep the minutes of all the meetings of the Special Committee in a proper form; and
(b)
distribute the minutes of the meetings of the Special Committee to the members of the meetings of the Special Committee as soon as practicable after the holding of the meetings of the Special Committee.
(2)
Every meeting of the Special Committee in respect of which minutes have been made shall be deemed to have been duly convened and held and all members at the meeting to have been duly qualified to act.
Special Committee may invite others to attend meetings of Special Committee 7.
The Special Committee may invite any person to attend any meeting of the
Special Committee for the purpose of advising it or providing views on any subject matter under discussion or for any specific purpose which may be deemed necessary by the Special Committee.
