Pembayaran tol 3.

(1)

Tol yang disebut dalam subperenggan 2(1) hendaklah kena dibayar oleh pemandu kenderaan sebelum memasuki—

(a)

Pusat

Pungutan

Tol-Keluar yang terletak di koordinat

U 161943.124, T 641113.234 Grid RSO Geosentrik (GDM2000); atau

(b)

Pusat

Pungutan

Tol-Masuk yang terletak di koordinat

U 162092.213, T 641096.322 Grid RSO Geosentrik (GDM2000), dalam Kompleks Kastam, Imigresen dan Kuarantin (CIQ) yang dikenali sebagai

Bangunan Sultan Iskandar.

Seseorang pemandu kenderaan yang menggunakan kad atau peranti elektronik hendaklah melalui lorong tol yang mempunyai suatu mesin pembaca kad atau peranti elektronik, menghampiri mesin pembaca itu dan menyentuhkan kad atau peranti elektronik pada mesin pembaca itu, dan tol yang kena dibayar hendaklah ditolak daripada kad atau peranti eletronik tersebut.

(3)

“Kad atau peranti elektronik” yang disebut dalam perenggan ini ertinya—

(a)

sesuatu kad atau peranti elektronik yang dibenarkan oleh Menteri, yang dikeluarkan bagi maksud pembayaran tol; dan

(b)

berhubung dengan sesuatu kad atau peranti elektronik, suatu kad atau peranti elektronik yang boleh dibaca oleh mesin pembaca yang dipasang di lorong tol.

Pengecualian daripada pembayaran tol 4.

Walau apa pun peruntukan Perintah ini, kenderaan yang dinyatakan dalam

Jadual Ketiga dikecualikan daripada pembayaran tol.

Semua kenderaan tentera yang dimiliki oleh Kerajaan atau mana-mana angkatan pelawat yang ditakrifkan dalam Akta Angkatan Pelawat 1960 [Akta 432].

4.

Semua kenderaan Kerajaan yang digunakan semata-mata untuk tugas ambulans, tugas melawan kebakaran, tugas polis atau tugas menyelamat termasuk kenderaan pasukan penyelamat dari Jabatan Pertahanan Awam dan kenderaan dari Jabatan Penjara semasa menjalankan tugas mengiringi banduan.

5.

Semua kenderaan bukan kenderaan Kerajaan yang digunakan semata-mata untuk tugas ambulans, tugas melawan kebakaran dan tugas menyelamat.

6.

Semua motosikal beroda tiga atau beroda empat yang digunakan oleh mana-mana orang cacat.

7.

Kenderaan yang mempunyai dua gandar dan dua roda.

FEDERAL ROADS (PRIVATE MANAGEMENT) (COLLECTION OF TOLLS)

(EASTERN DISPERSAL LINK EXPRESSWAY (EDL)) ORDER 2014

IN exercise of the powers conferred by section 2 of the Federal Roads

(Private Management) Act 1984 [Act 306], the Minister makes the following order:

Citation and commencement 1.

(1)

This order may be cited as the Federal Roads (Private Management)

(Collection of Tolls) (Eastern Dispersal Link Expressway (EDL)) Order 2014.

(2)

This Order comes into operation on 1 August 2014.

Authorization to collect tolls 2.

(1)

MRCB Lingkaran Selatan Sdn. Bhd. or its agent is authorized for the period from 1 August 2014 to 25 February 2042 to demand, collect and retain the appropriate tolls specified in column (2) of the First Schedule, for the use in either direction of any part of the road known as the Eastern Dispersal Link Expressway (EDL)

commencing—

(a)

from kilometre 7.87 at coordinates N 168492.927, E 640617.968

of the Rectified Skew Orthomorphic (RSO) Geocentric (GDM2000)

Grid and ending at N 161918.328, E 640983.311 of the RSO

Geocentric (GDM2000) Grid including the Pandan Interchange,

Bakar Batu Interchange, CIQ Interchange, the Inbound and

Outbound Toll Collection Centre in the Customs, Immigration and

Quarantine Complex (CIQ) which is known as the Bangunan Sultan

Iskandar, and its link roads, being a distance of 8.62 kilometres;

(b)

from coordinates N 162060.992, E 641536.480 of the RSO

Geocentric (GDM2000) Grid at the CIQ Interchange and ending at

N 162096.730, E 641326.793 of the RSO Geocentric (GDM2000)

Grid at the Customs, Immigration and Quarantine Complex (CIQ)

which is known as the Bangunan Sultan Iskandar, being a distance of 0.3 kilometres; and

(c)

from coordinates N 162542.628, E 641252.460 of the RSO

Grid at the Customs, Immigration and Quarantine Complex (CIQ)

which is known as the Bangunan Sultan Iskandar, being a distance of 0.4 kilometres, by the classes of vehicles specified in column (1) of the First Schedule.

The road specified in subparagraph (1) for the use of which tolls are authorized to be demanded, collected and retained is shown on the map in the Second

Schedule.

Payment of toll 3.

(1)

The toll referred to in subparagraph 2(1) shall be payable by a driver of a vehicle before entering the—

(a)

A driver of a vehicle who uses an electronic card or device shall pass through a toll lane having an electronic card or device reader, approach the reader and touch the electronic card or device on the reader, and the toll payable shall be deducted from the electronic card or device.

(3)

"Electronic card or device" referred to in this paragraph means—

(a)

an electronic card or device as approved by the Minister, issued for the purpose of payment of tolls; and

(b)

in relation to an electronic card or device, an electronic card or device which is capable of being read by the reader installed at the toll lane.

Exemption from payment of toll 4.

Notwithstanding the provisions of this Order, the vehicles specified in the

Third Schedule are exempted from payment of toll.

For the purpose of calculating the number of axles and wheels of a vehicle, the axles and wheels of any trailer towed by the vehicle shall be included as part of the axles and wheels of the vehicle.

THIRD SCHEDULE

[Paragraph 4]

EXEMPTED VEHICLES

1.

Any vehicle carrying the Yang di-Pertuan Agong or the Raja Permaisuri Agong, the Rulers or their consorts, the Yang di-Pertua Negeri of the States of Malacca,

Penang, Sabah and Sarawak or their wives, the Dato'-Dato' Undang Negeri

Sembilan or the Tengku Besar Tampin or their wives, the Tengku Mahkota or the Raja Muda of any State or their wives, the Raja Di-Hilir of Perak or his wife, or any visiting foreign dignitary.

2.

Any Government vehicle carrying the Prime Minister or the Deputy Prime

Minister.

3.

All military vehicles belonging to the Government or to any visiting force as defined in the Visiting Forces Act 1960 [Act 432].

4.

All Government vehicles solely engaged in ambulance duties, fire fighting duties, police duties or rescue duties inclusive of rescue team vehicles from the

Civil Defence Department and vehicles from the Prison Department whilst on prisoner's escort duties.

5.

All vehicles not being Government vehicles solely engaged in ambulance duties, fire fighting duties and rescue duties.

6.

All three-wheeled or four-wheeled motorcycles used by any handicapped person.

7.

Vehicles having two axles and two wheels.
